| This article analyses the development and main characteristics of the private sector. It highlights how a structural shift in ownership was achieved, the problems created by political interference in the process, and the continuing gap between theory and practise. The author argues that securing effective changes to the private sector is partially hampered by the lack of an adequate model of transition. |
