"Tuning fork of social sentiments" : the boundaries of pluralism

In the late 70s discussions of the draft of the Constitution at party conferences determined the boundaries of Soviet pluralism. In the Ukraine of the early 21st century national discussion is taking place in similar circumstances, for the boundaries of pluralism are already set, argues the author. In the Ukraine the debate continues over the need for constitutional reform. This article claims that looking too much into the past is a hindrance to further political and economic development. The present Ukrainian political elite is unable to generate modern ideas, and are trying to reproduce the former Soviet administrative bureaucracy.
