Black Wednesday: Chechnya comes to Moscow

In the siege of a Moscow theatre by a Chechen suicide squad 75 of those taken hostage were citizens of other states. The largest of this group of non-Russians were Ukrainian. The article looks at the situation of these hostages, and, given that Ukraine was not involved in the war in Chechnya, the attempt to treat them separately. It raises questions concerning the Ukrainian government’s efforts at negotiations.
