This article considers what should be done to improve the condition of the Slovak Roma. It discusses what the author sees as basic freedoms, citing freedom of movement, schooling, and the opportunity to participate in the community. It argues the need for correct methodology in the collection of data, and accurate targeting of assumptions and objectives concerning human development.
