Pro and contra: abolition of the State Secretary Institution

| "Two years ago I heard comments that the presidential decree on introduction of the state secretary institution marked the first stage of the political reform. Two years passed. The previous decree was abolished and once again the new document is believed to be the first stage of the administrative reform. So, I guess that those "political tricks" are designed to bring discord into political circles and give an essential administrative resource to some political forces for preparation and holding of presidential elections. |
