A possible means of encouraging development: mobilization of savings capital in third world countries

This article asks what the priorities should be for the development of financial systems in developing countries. The author argues that in many countries, capital is effectively ‘dead’. In order to utilise much of this wealth within third world countries, the author suggests that it is necessary to formalise ownership in the ‘informal’ sector, whether this is within households or companies.
